World Bank – Short Term Consultant

I served as the technical focal point and coordinated the digital engagement for social protection within the Social Protection and Jobs (SPJ) team, as part of a larger role supporting the expansion of digital technology for social protection in African nations. I provided technical leadership for the rollout of digital social protection systems, supported the expansion of digital payment systems, and provided technical support and advice to governments seeking to build digital systems approaches to support the efficient management of social protection programs.

I liaised with government, development partners, and other stakeholders working on digital development efforts in relation to the SPJ program to expand the possibilities for increasing digital approaches to SPJ delivery systems, such as digitizing social registry efforts, improving data collection to be used in beneficiary identification and targeting, e-payment systems and pilots, and deploying digital technologies to improve grievance redress.

I maintained operational connections to the broader digital development agendas of African Region countries, liaising with the numerous Global Practices involved in, for example, Government-2-Person payments initiatives, Digital ID systems, and financial inclusion that extends beyond social protection. The following are the projects I worked on:

The Projects Worked on

Gambia Social Safety Nets Project (GSSNP)

  • Developed functional requirements for the development of the Social Registry Information System and the Management Information Systems for GSSNP. These systems play a crucial role in improving the efficiency and effectiveness of targeting, program management, and delivery of benefits and services to beneficiaries of social assistance programs.
  • Provided technical support to the government to develop the Gambia National Social Registry, including questionnaire design, CAPI development, and the design and code of high-frequency checks, as part of the data quality assurance plan for the social registry. The development of the computer-Assisted Personal Interviewing (CAPI) system allowed for streamlined data entry and reduced human error. Additionally, the design and implementation of high-frequency checks ensured the data quality assurance plan was robust, resulting in a reliable and trustworthy social registry.
  • I carried out an analysis of data privacy, data sharing, and data hosting issues from a political, public sensibility, and institutional aspect vis-à-vis The Gambia’s Information and Communications Act and international data protection standards. This analysis helped identify potential gaps in the legal framework and provided recommendations for strengthening data protection measures, ensuring compliance with both national and international regulations.

Sierra Leone Projects

I provided technical assistance with the development and implementation of grievance redress mechanisms for the above projects by offering guidance and support in designing effective grievance redress mechanisms. This involved conducting thorough assessments of existing systems and identifying areas for improvement. Scoping for the requirements for developing the grievance redress system and providing technical assistance for the implementation and rollout of the system included training staff on how to effectively manage and resolve grievances.

Additionally, I collaborated with stakeholders to ensure that the grievance redress mechanisms aligned with international standards and best practices to promote transparency and accountability within the projects. I also developed training materials and conducted workshops to train staff on effective grievance management techniques. As a result of these interventions, the projects saw an increase in the timely resolution of grievances and promoted accountability.

  3. The Freetown Emergency Recovery Project
  4. The Sierra Leone COVID-19 Preparedness and Response Project

Urban Productive Safety Nets and Job Project (UPSNJP)

Support the development and implementation of the management information system and call center for the project to facilitate efficient data management, monitoring, and evaluation of project activities. Additionally, the system and call center will enhance communication and coordination among project beneficiaries and stakeholders, ensuring timely responses to beneficiaries’ needs and concerns.

Ghana Social Opportunities Project (GSOP)

  • Established an independent Single Window Citizens Service and Call Centre for flagship Social Protection Programs of Ghana.
  • Provided technical assistance for the implementation of the following:
    • The Ghana National Household Registry including designing and coding high-frequency checks, as part of the data quality assurance plan for the social registry
    • o The Management Information Systems for Livelihood Empowerment Against Poverty Cash Transfer Program.
    • The Management Information System of the Public Works Program and the Productive Inclusion Program
    • An integrated Payment System for the Ghana Productive Safety Nets Project.

Youth Opportunities Project

About Me

I hold a PhD in Computer Science from the University of Groningen, the Netherlands. I was awarded an MSc in Computer Science from the Makerere University 2003, and BSc in Mathematics from Makerere University in 1997.
